NC adopted a Graduated License(GL) Program in December 1997. NC has a three level program; some states have only two levels.

All drivers under 18 years old are participants in the GL program and or considered Provisional Licensees.

All drivers under 18 years old will enter the GL program at Level One and MUST remain at Level One for one complete year or 18 years of age.
